"Almost invariably Western leaders claim they are acting on behalf of "the world community." One minor lapse occured during the run-up to the [First] Gulf War. In an interview on "Good Morning America," Dec. 21, 1990, British Prime Minister John Major referred to the actions "the West" was taking against Saddam Hussein.
